Reduced TEFCA results for CLEAR identity verifications
InvestigatingDegraded performance
  • Since November 2 at about 4:30 PM ET, TEFCA network searches for users who verified their identity with CLEAR are returning fewer results through our QHIN partner. Many Epic facilities are not appearing, so these patients cannot sign in to them during Consent. Users who verified with ID.me are not affected, and connections users make directly to a health plan or provider are not affected.

We have reported this to our QHIN partner and are working with them to identify and resolve the issue.

CLEAR and CommonWell TEFCA IAS v3.0 Token Disruption
MonitoringMajor outage
  • UpdateUTC

    This incident has been resolved.

  • UpdateUTC

100% of CLEAR tokens are now retrieving TEFCA documents through CommonWell. 25% of remaining disrupted Consents use IDme tokens, we are co-ordinating with IDme and expanding disruption resolution to include IDme.

  • MonitoringUTC

CLEAR and CommonWell have both communicated to us a rollback plan on their systems. Flexpa is monitoring for their confirmation of resolution.

  • IdentifiedUTC

We have identified the cause of this disruption. CommonWell has started to enforce the new TEFCA IAS v3.0 requirements for IAL2 identity tokens on its patient match and document query services. The identity tokens issued by CLEAR do not yet meet some of the new format requirements for address and phone number claims, so CommonWell rejects these requests.

We are receiving information and updates from CLEAR and CommonWell as they progress towards a resolution to their network disruption.

We will provide the next update on or before 4 PM ET.

  • InvestigatingUTC

CLEAR and CommonWell are experiencing a disruption in validating IAL2 tokens for all IAS Providers on TEFCA. Today was a milestone date for TEFCA IAS v3.0's roll out and the network outage impacts Flexpa.

During this time, identity verifications will continue to perform as normal in Flexpa Consent but TEFCA network results will be impacted. There is no impact to other network data sources such as individual FHIR endpoints. Once the disruption clears, we expect background data retrieval refreshes to resume and collect missing documents.

We will provide an update at 2PM EST.
